This is just another means of the communist hierarchy to stem and control the flow of information into or out of the country. from this, and other measures, usually painted to be a benign aid to stem the flow of evil, but in reality these wolves in sheeps clothing are trying to maintain an iron fisted grip on knowledge in a most orwellian manner, ala 1984. they shall not succeed however, and hopefully within my lifetime, we shall see their machinations fail; miserably, and utterly!
